จังหวัดเดียวในไทย ผังเมืองดีที่สุดติดอันดับโลก ออกแบบเป็นใยแมงมุม วงเวียน 3 ชั้น


 

“ใต้สุดแดนสยาม เมืองงามชายแดน” คือคำขวัญที่บ่งบอกอัตลักษณ์ของจังหวัดยะลาได้เป็นอย่างดี จังหวัดยะลาได้รับการกล่าวขานว่าเป็นเมืองที่มีผังเมืองสวยที่สุดในประเทศไทย และยังสร้างชื่อเสียงในระดับสากล โดยในปี พ.ศ. 2546 เทศบาลนครยะลา ได้รับการคัดเลือกเป็นตัวแทนประเทศไทยจนคว้ารางวัลชนะเลิศ UNESCO Cities for Peace จากองค์การยูเนสโก ในส่วนของโซนเอเชียและแปซิฟิก



และต่อมาในปี พ.ศ. 2560 เว็บไซต์จัดอันดับชื่อดังยังยกให้ยะลาเป็นเมืองที่มีผังเมืองดีที่สุดอันดับ 23 ของโลก ซึ่งสะท้อนถึงวิสัยทัศน์การวางรากฐานเมืองที่เป็นระบบและมีเอกลักษณ์โดดเด่นอย่างยิ่ง ภายใต้แนวคิดหลักคือ “ผังเมืองดี ชีวิตดี เมืองยะลาน่าอยู่” ที่มุ่งเน้นการพัฒนาเมืองให้เติบโตไปพร้อมกับคุณภาพชีวิตที่ดีของประชาชน

ความโดดเด่นที่ทำให้ยะลาแตกต่างจากเมืองอื่นคือการออกแบบถนนทุกสายให้มุ่งสู่ใจกลางเมืองในลักษณะ วงเวียน 3 ชั้น เชื่อมโยงเป็นโครงข่ายถนนที่เป็นระเบียบคล้ายใยแมงมุม ระบุว่าโครงสร้างลักษณะนี้ช่วยให้การจราจรภายในเมืองสะดวกสบายและคล่องตัวสูง โดยมีการแบ่งพื้นที่ใช้สอยไว้อย่างชัดเจน ดังนี้:

ศูนย์ราชการ: ตั้งอยู่บริเวณวงในสุดเพื่อความสะดวกในการติดต่อประสานงาน

เขตพาณิชย์และย่านการค้า: จัดวางในตำแหน่งที่เข้าถึงง่ายจากทุกทิศทาง

พื้นที่อยู่อาศัย: กระจายตัวรอบนอกเพื่อความเป็นส่วนตัวและลดความวุ่นวาย

พื้นที่สีเขียว: มีการแทรกสวนสาธารณะขนาดใหญ่ไว้ในจุดยุทธศาสตร์เพื่อสร้างสมดุลระหว่างตึกรามบ้านช่องและสิ่งแวดล้อม

ประวัติศาสตร์การวางผังเมืองยะลาเริ่มต้นโดย พระรัฐกิจวิจารณ์ (สวาสดิ์ ณ นคร) อดีตข้าหลวงและนายกเทศมนตรีเมืองยะลา ผู้ร่วมกับสหายข้าราชการริเริ่ม “ผังเค้าโครงเมืองยะลา ปี 2485” ในสมัยที่ยะลายังเป็นชุมชนขนาดเล็กใกล้สถานีรถไฟ การวางแผนที่แยบยลเริ่มจากการกำหนดจุดศูนย์กลางเมืองที่กิโลศูนย์ (ปัจจุบันคือที่ตั้งศาลหลักเมือง) แล้วตัดถนนสายหลักอย่างถนนพิพิธภักดี ถนนสุขยางค์ และถนนสิโรรส ให้พุ่งตรงเข้าสู่ศูนย์กลาง

การตัดถนนสายย่อยเป็นรูปสี่เหลี่ยมหมากรุกเชื่อมต่อกัน และมีการออกแบบซอยหลังบ้านให้ห่างกัน 4 เมตร เพื่อความสะดวกในการจัดการขยะและการดับเพลิง ซึ่งถือเป็นแนวคิดที่ล้ำสมัยอย่างมากในยุคนั้น

ยะลาสู่การเป็น “เมืองแห่งการเรียนรู้” ของยูเนสโก

ความสำเร็จของผังเมืองยะลาไม่ได้หยุดอยู่เพียงแค่โครงสร้างทางกายภาพ แต่ยังต่อยอดไปสู่การพัฒนาสังคม องค์การยูเนสโก (UNESCO) ได้ประกาศให้ยะลาได้รับรางวัล UNESCO Cities for Peace และร่วมเป็นส่วนหนึ่งของเครือข่าย “เมืองแห่งการเรียนรู้” (Learning City) เพื่อส่งเสริมเศรษฐกิจสร้างสรรค์และการเรียนรู้ตลอดชีวิตของประชาชน

ปัจจุบันเทศบาลนครยะลายังคงเดินหน้าพัฒนาเมืองภายใต้เป้าหมายการเป็น Smart City โดยนำเทคโนโลยีสมัยใหม่มาปรับใช้ควบคู่ไปกับผังเมืองเดิมที่แข็งแรง เพื่อให้ยะลาเป็นเมืองที่ไม่เพียงมีโครงสร้างดี แต่ยังมีสังคมที่เข้มแข็งและยั่งยืน สมกับความมุ่งมั่นของชาวยะลาที่เชื่อว่าผังเมืองที่ยอดเยี่ยมคือจุดเริ่มต้นของชีวิตที่มีคุณภาพ

โดยสรุปแล้ว จังหวัดยะลาคือความภาคภูมิใจของคนไทยที่แสดงให้เห็นว่าการมีผังเมืองที่ดีคือสมบัติล้ำค่าที่ส่งต่อจากรุ่นสู่รุ่น เป็นทั้งศิลปะในการออกแบบและเครื่องมือสำคัญในการบริหารจัดการเมืองให้เติบโตอย่างมีประสิทธิภาพสูงสุด
